Zur Erh\u00f6hung der Sicherheit an deutschen Flugh\u00e4fen ist die Deutsche Flugsicherung (DFS) durch das Bundesverkehrsministerium beauftragt worden, einen Aktionsplan zur Drohnendetektion zu erarbeiten. Dieser Plan soll bereits zum 30. September existieren, wie verschiedene Medien berichten.<\/p>\n<p>In diesem Zusammenhang ist von der Einrichtung neuer Verbotszonen f\u00fcr Drohnenfl\u00fcge die Rede. Wie diese Zonen aussehen sollen und f\u00fcr welche Standorte sie gelten sollen, sorgt jedoch aktuell f\u00fcr gro\u00dfe Verwirrung. W\u00e4hrend bei der\u00a0<a href=\"https:\/\/www.tagesschau.de\/inland\/flughaefen-drohnen-aktionsplan-101.html\">Tagesschau<\/a>,\u00a0<a href=\"https:\/\/www.n-tv.de\/politik\/Regierung-will-Flughaefen-besser-schuetzen-article21214811.html\">nTV<\/a>\u00a0und in der<a href=\"https:\/\/www.welt.de\/politik\/deutschland\/article198759647\/Bundesregierung-Aktionsplan-zur-Kontrolle-und-Abwehr-von-Drohnen.html\">\u00a0Welt<\/a>\u00a0von 18 km gro\u00dfen Verbotszonen rund um Flugh\u00e4fen die Rede ist, spricht<a href=\"http:\/\/www.airliners.de\/dfs-aktionsplan-drohnenabwehr-airports\/51455\">\u00a0airliners.de<\/a>\u00a0lediglich von zus\u00e4tzlichen Schutzm\u00f6glichkeiten entlang der An- und Abflugstrecken. Weiterhin unklar ist, ob solche neuen Regeln f\u00fcr alle deutschen Flugpl\u00e4tze, die von der bereits eingef\u00fchrten Flugverbotszone von 1,5 km betroffen sind, oder nur f\u00fcr Flugh\u00e4fen gelten sollen.<\/p>\n<h2>Fl\u00e4chendeckende Verbote in ganz Deutschland?<\/h2>\n<p>Das Titelbild mit der Karte zeigt, dass dieser vermeintlich kleine Unterschied in der Wortwahl enorme Auswirkungen auf die betroffene Fl\u00e4che Deutschlands hat. Entweder w\u00e4ren im Fall von Flugh\u00e4fen 11 % der Landesfl\u00e4che betroffen, bei allen Flugpl\u00e4tzen w\u00e4ren es ganze 90 %! Der Teufel steckt also im Detail. \u00c4hnliches gilt f\u00fcr die Differenzierung zwischen Verboten im Radius von 18 km und lediglich zus\u00e4tzlichen Schutzbereichen f\u00fcr An- und Abflug.<\/p>\n<p>In jedem Fall ist der Einsatz neuer Technologien und Konzepte im Zusammenhang mit einem effektiven Traffic Management f\u00fcr Drohnen erforderlich. Sollten zus\u00e4tzliche Verbote kommen, entsteht au\u00dferdem ein Mehraufwand an Antr\u00e4gen, Ausnahmegenehmigungen und Erlaubnissen f\u00fcr die Beh\u00f6rden. F\u00fcr die Drohnenabwehr k\u00f6nnten zuk\u00fcnftig die Polizeien der L\u00e4nder zust\u00e4ndig sein, jedoch ist noch nicht klar, wie das in der Praxis aussehen soll. Technologische Ans\u00e4tze zur Drohnendetektion und -abwehr erscheinen demnach wesentlich zweckm\u00e4\u00dfiger als weitere, unpr\u00e4zise Regularien. Unser Wirtschaftsstandort braucht mehr politische Initiative als aktionistische Verbote ohne Perspektive.
